Guyana has formally joined the Latin America and Caribbean Cyber Competence Centre (LAC4), which is expected to enhance the country’s cybersecurity training, access to advanced digital forensic resources, and policy development support. The signing ceremony took place at the Office of the Prime Minister in Georgetown, marking Guyana as the 19th member of this European Union-funded initiative.
As a member of LAC4, Guyana will have access to a hybrid training facility, a digital forensic laboratory, and a cyber range that offers practical exercises and simulations aimed at improving national cybersecurity preparedness. The partnership will also focus on capacity building at various levels, equipping professionals and institutions in Guyana with the necessary skills to tackle evolving cyber threats.
Additionally, Guyana will engage in research collaboration, cyber analysis, and doctrine development, along with gaining access to a wider array of European Union cybersecurity training resources and programs. Prime Minister Brigadier (Ret’d) Mark Phillips emphasized the importance of cybersecurity as a national priority, linking it to the country’s development and digital transformation agenda.
He noted that the membership in LAC4 provides a significant opportunity to advance Guyana’s cybersecurity objectives and foster collaboration with regional and international partners. The Prime Minister expressed optimism about sharing knowledge and enhancing cybersecurity capabilities through this partnership.
Leonardo Daniel Ortega Prudencio, head of LAC4, welcomed Guyana’s membership, highlighting the ongoing partnership that began in 2022. He mentioned that Guyana has already participated in over 120 activities and has collaborated on initiatives such as the National Cyber Emergency Response Plan.
Christopher Deen, General Manager of the National Data Management Authority, stated that Guyana’s cybersecurity strategy focuses on awareness, investment in modern capabilities, and strengthening defenses across the public sector. The participation in LAC4 aligns with national objectives and aims to bolster the country’s cybersecurity ecosystem.
LAC4, established in 2022, is implemented by the Estonian Information System Authority and CyberNet, and is based in Santo Domingo, Dominican Republic, serving as a regional hub for enhancing cybersecurity capacity across Latin America and the Caribbean.
