How Nigeria’s Expenditure Controls Prevented PEAC/PFIPC Funds from Being Spent

The National Assembly appropriated funds for the Presidential Economic Advisory Council and Presidential Foreign Intervention Promotion Council, known as PEAC/PFIPC. However, Nigeria’s expenditure controls ensured those funds never became public expenditure. According to Tanimu Yakubu, appropriation is only the first step; without further authorization, no money is released. This mechanism prevents unauthorized spending and maintains fiscal discipline. The article argues that public debate often starts at the wrong point, assuming appropriation equals expenditure. In reality, the controls worked as intended, stopping the funds from being spent.
