The Ministry of Education in Guyana has commenced an urgent investigation following the emergence of a video on social media that allegedly shows physical and psychological abuse of students at the David Rose Special Education Needs School in Georgetown. This investigation was prompted by a public announcement from the We Invest in Nationhood (WIN) party, which shared the video on its official Facebook page and called for immediate state intervention to address the situation.
In response to the video, Minister of Education Priya Manickchand, represented by Minister Sonia Parag, expressed significant concern regarding the actions depicted. The Ministry confirmed that both teachers identified in the video have been placed on administrative leave to ensure the integrity of the investigation process. Minister Parag stated, “No child should ever be subjected to such treatment, particularly within a school environment entrusted with their care, development, and protection. Our children with special educational needs deserve patience, compassion, dignity, and love.”
An independent technical team has been assigned to lead the inquiry, which is operating under a fast-tracked timeline. Investigators are expected to gather witness testimonies, incident reports, and disciplinary recommendations, which must be submitted to the Chief Education Officer by June 1, 2026. Minister Parag indicated that the state would use its legislative authority to remove any educator found guilty of compromising child safety.
This incident has sparked renewed discussions among child rights advocates regarding the standard operating procedures within public special education facilities. Caregivers have emphasized the need for strict and transparent institutional frameworks in specialized learning environments. To address these concerns, the Minister announced plans to transition the David Rose facility to an independent Board of Governors, which will include permanent voting seats for parents and legal guardians. This change aims to enhance accountability and allow families to oversee classroom operations and safety measures for vulnerable students.
