Guyana: APNU Questions Two-Year Power Ship Deal as Gas-to-Energy Deadline Approaches

Members of the APNU, including Ganesh Mahipaul and Sherod Duncan, have expressed concerns regarding the government’s decision to extend the Karpowership arrangement. They argue that this extension highlights ongoing issues with the Wales Gas-to-Energy project and places a financial burden on taxpayers.

During a recent press conference, Mahipaul criticized the government for not adhering to the original feasibility study for the Gas-to-Energy project. He believes that proceeding with construction without fully resolving key details has led to many of the current challenges. Mahipaul stated that the delays and increased costs have necessitated reliance on two power ships for emergency electricity supply. He attributed this situation to the actions of the People’s Progressive Party, claiming that funds spent on the power ships could have been utilized to enhance citizens’ quality of life.

Mahipaul emphasized that an APNU-led administration would have adhered to the feasibility study and timeline, ensuring timely service delivery. He also reminded the public of the government’s previous promises regarding a 50 percent reduction in electricity bills, which have since been postponed multiple times. He suggested that, at the current rate, consumers might face even longer wait times.

Duncan added that the Gas-to-Energy project was initially developed under the APNU+AFC government at a significantly lower cost and timeframe. He raised questions about the necessity of a two-year contract with the power ship company if the Gas-to-Energy project is expected to commence by the end of 2026. Duncan expressed skepticism about the government’s ability to deliver on its promises, noting that despite the addition of power ships, blackouts persist.

He referred to a 2024 Public Utilities Commission report indicating that the electricity system has not met international benchmarks, even with the two power ships in operation. Duncan concluded that the current administration’s approach suggests a bleak future for consumers seeking improved electricity supply in Guyana.
