The Service Station Owner Dealers Association (ODA) is pushing for significant reforms in the fuel subsidy distribution system in Trinidad and Tobago, following troubling findings in the latest Auditor General’s report. The report highlighted irregularities, including missing documentation that raises questions about the management of public funds allocated for fuel subsidies.
Currently, subsidies are funneled through wholesale distributors before reaching retail service stations, a process the ODA argues is inefficient and fraught with potential loopholes. To enhance transparency and accountability, the association is advocating that subsidies be paid directly to Paria Fuel Trading Company Limited, thereby streamlining the process and ensuring that the benefits reach consumers as intended.
The ODA has also expressed frustration over the lack of accessible data regarding fuel subsidies. Attempts to obtain detailed information through a Freedom of Information request were unsuccessful, further complicating the oversight of public funds. This lack of transparency is concerning, especially in light of ongoing issues within the industry, including reports of service stations being billed for fuel that was never delivered.
The situation is compounded by various legal disputes involving dealers and distributors, highlighting the financial strain faced by service station operators. The ODA believes that these operators, who bear significant risks in maintaining their businesses, are being unfairly disadvantaged under the current system. Consequently, the association is urging the government to take legislative action to modernize the retail fuel sector and ensure a more efficient management of subsidies.
