Autopsy Confirms Councillor Was Fatally Beaten; Partner’s Note Claims Responsibility
An autopsy has verified that local government councillor Romona Teeneal Victor died from severe blunt-force injuries, while her partner, Rodney Ramsumair, succumbed to poisoning in what investigators believe was a murder–suicide.
The post-mortem, completed yesterday, revealed that Victor, 36, suffered deadly trauma to her head and neck, consistent with a violent beating. Ramsumair, 45, was found to have ingested a toxic chemical, matching the Rotam Icasso Herbicide discovered in the house.
The bodies were found on Sunday evening, 23rd November 2025, by Victor’s father, Francis Ricardo Victor, who entered the couple’s partially constructed home along Quinam Branch Road, Siparia. Victor was discovered lying on her back on a bed under a chequered blanket, while Ramsumair lay beside her with froth coming from his nose.
Police retrieved a handwritten note from Ramsumair in which he admitted to killing Victor, expressed remorse, and said he could not continue living without her. Officers read the letter’s contents to Victor’s father.
Victor, a mother of one, was serving her second term as the UNC councillor for Siparia East/San Francique South and headed the committees on health and community development. She had also recently joined the board of Heritage Petroleum. While colleagues described her as dedicated and professional, family members and a close friend acknowledged she had been dealing with personal difficulties lately.
