Venezuela Shifts Housing Policy: Parliament Approves Pro-Landlord Reforms After Earthquake

The Venezuelan National Assembly has preliminarily approved two laws that expand benefits to landlords and the private real estate sector, marking a significant shift from previous pro-tenant policies. The legislation is part of the government’s post-earthquake reconstruction plans following the June 24 earthquake that damaged the legislative palace in Caracas.

The Tuesday session was held at Simón Bolívar Park in La Carlota, Caracas, after the original venue was rendered unusable. The new laws aim to incentivize private investment in housing reconstruction by offering greater protections and incentives to property owners.

Critics argue that the reform could undermine tenant rights, while supporters say it is necessary to accelerate rebuilding efforts. The full details of the laws have yet to be released, but the preliminary approval signals a major policy direction for the Maduro administration.
