We certainly won’t force anything on anyone.” He added that Russia would remain only if the Armenian people “want some kind of Russian military ‘presence’ nearby.”

Putin linked the discussion of the base to the broader context of the Nagorno‑Karabakh conflict. He noted that the Armenian leadership, including Prime Minister Pashinyan, signed a document in Prague acknowledging that Karabakh is part of Azerbaijan. “From that moment on, our position on this issue has become very ambiguous. Can we – or should we – interfere in Azerbaijan’s internal political affairs?” he asked.

The president said Western officials had told him that Karabakh belongs to Azerbaijan and that they would “make sure to protect the rights and interests of the Armenian population living there.” He expressed skepticism about the effectiveness of such assurances, stating, “You won’t ensure anything; people will simply leave, and that’s it.” He also described Azerbaijan’s President Ilham Aliyev as “a modern, intelligent man who will try to protect their interests,” but predicted that the Armenian population would nonetheless relocate.

**Economic Cooperation and Infrastructure**

Putin said Russia and Armenia have agreed to conduct a “calm and measured” dialogue on joint projects. He invited Pashinyan to Moscow for a detailed review of cooperation areas with experts from both countries. Regarding the railway that Russia currently leases, Putin said its development depends on freight traffic volumes. He suggested that the opening of the border with Turkey and other routes could generate new freight flows, making further investment viable for both Russian and other investors.
