Narok Surveyor Joan Achieng Odumbe Arrested Over Alleged KSh100,000 Bribe Demand

On an undisclosed date, the Ethics and Anti‑Corruption Commission (EACC) arrested Joan Achieng Odumbe, a surveyor working in Narok County, Kenya, following a complaint that she demanded a bribe of KSh100,000 from a member of the public to facilitate the identification of land beacons.

According to the EACC, Odumbe allegedly requested the payment from the complainant in exchange for locating the beacons that separate two parcels of land in Nairagie Enkare Sub‑County, Narok County. During a raid on the Narok County offices, investigators seized Odumbe while she was reportedly receiving KSh50,000, a portion of the amount she had demanded.

After her arrest, Odumbe was escorted to the EACC South Rift Regional Office in Nakuru, where she was processed and a statement was recorded. The commission said investigations into the matter would continue before determining further action in accordance with the law.

The case has drawn attention to allegations of corruption in public service delivery points, particularly those involved in land ownership, boundary delineation and property documentation. Identifying beacons and establishing boundaries are essential for preventing disputes between neighboring properties, and the alleged demand for a bribe raises concerns about citizens’ ability to access government services without illegal payments.

The EACC has reiterated that public services should not become opportunities for officials to extract bribes. It remains committed to tackling bribery and other forms of corruption at service delivery points as part of its efforts to improve the quality of public services.

Odumbe’s allegations have not yet been proven in court, and she is entitled to the presumption of innocence until a conviction is secured.
