Luis Abinader, President of the Dominican Republic, addressed the XXX Ibero‑American Summit in Madrid on Tuesday, proposing that his country host a new center to advance the alliance’s objectives on artificial intelligence (AI). He said the Dominican Republic would make available all institutional and technical infrastructure it possesses to support the initiative. “Artificial intelligence must be a tool to close gaps, not to widen inequalities,” Abinader said, referencing the Ibero‑American Charter of Principles and Rights in Digital Environments, adopted in Santo Domingo in 2023. “The charter places human dignity at the center of the technological revolution.” The president was accompanied by Foreign Minister Víctor Ito Bisonó, his aide Eilyn Beltrán, and Deputy Minister Rubén Silié. Abinader urged stronger cooperation on issues such as family agriculture, social protection, and early‑warning systems for climate‑related risks. He highlighted domestic achievements, noting that the country has reduced the prevalence of sub‑nutrition to below 2.5 %, a milestone recognized by the Food and Agriculture Organization that lifted the Dominican Republic off the World Food Programme’s “Food Insecurity” map. In economic terms, he cited a decline in monetary poverty from 19 % in 2024 to 17.3 % in 2025, with further reductions expected in 2026. On institutional matters, Abinader underscored the 2024 constitutional reform that tightened presidential powers and reinforced democratic alternation. He stressed that institutions must remain stronger than the individuals who lead them. Concluding, the president said, “We have the talent, resources and will to build fairer, more prosperous societies. True transformation does not come from resignation but from responsibility, effort and determination to turn aspirations into realities.”
