Why Canada is moving closer to the European Union, and how it is doing it

Prime Minister Mark Carney is pursuing a new economic partnership with the European Union, with officials from both sides currently exploring a framework for a multi-faceted agreement. EU Ambassador to Canada Geneviève Tuts stated that the goal is to craft a unique arrangement that builds upon existing strategic partnerships and free trade agreements.

Discussions regarding the potential partnership are expected to take place during Prime Minister Carney’s visit to the European Parliament in Strasbourg, France, this week. These talks will precede an EU-Canada summit scheduled for October 29 and 30 in Canada, where Carney is set to host European Commission President Ursula von der Leyen and European Council President Antonio Costa.

Addressing reports that suggested Canada might seek associate membership in the European Union, Prime Minister Carney clarified on Sunday that Canada is not looking to become a member of the bloc. He described the initiative as a pursuit of a unique alliance based on shared values and complementary economic strengths. EU membership rules, which have been in place since 1957, require member states to be located in Europe.

Achim Hurrelmann, co-director of the Centre for European Studies at Carleton University, suggested that the proposed agreement could encompass a wide range of policy areas, including collaboration on critical mineral stockpiles, digital trade, research cooperation, and student exchanges. The Renew Europe political group has also advocated for a strategic association covering trade, investment, energy, artificial intelligence, and defense.

The push for closer ties comes as both Canada and the European Union navigate shifting global trade and defense landscapes. European officials have expressed interest in securing reliable access to Canadian commodities, including oil, gas, and critical minerals, to reduce reliance on other global suppliers. Conversely, analysts note that the initiative faces challenges, including the fact that several EU member states have yet to ratify the Comprehensive Economic and Trade Agreement (CETA), which has been in effect for nine years.

Conservative members of the Canadian Parliament have expressed skepticism regarding a tighter partnership with the EU, with some calling for the full ratification of CETA and the removal of European restrictions on Canadian food imports before pursuing new agreements. Additionally, some analysts have raised concerns that a heavy focus on European ties could signal a shift in priority away from faster-growing markets in Asia.

European observers have noted that the EU remains cautious regarding its relationship with the United Kingdom following Brexit and is mindful of internal regulatory complexities within Canada, such as interprovincial trade barriers. Prime Minister Carney emphasized that the current discussions represent the beginning of a long-term process rather than an immediate resolution.
