TTPS Officer Facing US Drug Charges Found Dead in Cell: Family Seeks Answers

A shockwave ran through the Trinidad and Tobago Police Service (TTPS) as PC Rafael Samson Joseph, an officer facing drug trafficking and firearms conspiracy charges in the United States, was found dead in his cell at the Eastern Correctional Rehabilitation Centre in Santa Rosa, Arima. The discovery of his lifeless body, found nude, prompted an immediate investigation into the circumstances of his demise.

The arrest of Joseph was the result of a joint operation involving the United States Drug Enforcement Administration (DEA), the TTPS Special Investigative Unit (SIU), and the Transnational Organized Crime Unit (TOCU). Joseph, alongside Michael McSween and Clevon Persad, had been implicated in a conspiracy to import cocaine into the United States and firearms-related offences, all stemming from a 2024 DEA investigation.

The tragic event has left Joseph’s family distraught and searching for answers. The situation further stirs national and international interest, as it involves a serving police officer’s alleged participation in a transnational drug trafficking operation.

When the arrests were initially announced, U.S. Embassy Chargé d’Affaires Dr. Jenifer Neidhart de Ortiz and Commissioner of Police Allister Guevarro lauded the operation as a testament to the successful law enforcement cooperation between Trinidad and Tobago and the United States. However, this recent development casts a shadow over the celebrated operation, raising questions about accountability and integrity within the TTPS.
