TOR unveils a sweeping four-year transformation agenda

The Tema Oil Refinery (TOR) announced a four‑year transformation plan aimed at quadrupling its refining capacity, diversifying its assets, and incorporating social infrastructure into its revival strategy. The announcement was made by TOR’s Managing Director, Mr. Edmond Kombat, during the Government Accountability Series Press Conference at the Presidency in Accra on 27 October 2026. Kombat introduced the “Restoration and Legacy Projects” programme, which will run from 2026 to 2029. He described the initiative as a blueprint that goes beyond routine maintenance and positions the national refiner for long‑term strategic relevance. The core of the programme is a major capacity expansion. Under the plan, TOR will undertake a brownfield expansion of its existing refinery, increasing capacity from 45,000 barrels per stream day (bpsd) to 85,000 bpsd. In addition, the company will build a new greenfield refinery with a capacity of 115,000 bpsd. The combined capacity will bring TOR’s total processing capability to 200,000 bpsd. Kombat said, “This is not merely an upgrade; it is a re‑industrialisation of TOR. The combination of brownfield and greenfield investments will position the refinery to meet Ghana’s growing petroleum product demand while creating opportunities for export and value addition.” The programme also includes social infrastructure projects. Kombat announced plans to construct a Specialist Hospital with a Burns and Trauma Centre to address a critical gap in emergency and burns care within the Tema industrial enclave and the wider Greater Accra Region. He added that the hospital would serve the community as well as the refinery’s workforce. To address accommodation challenges in the Tema enclave, TOR is working with the Ghana Home Ownership Fund to build a staff housing project on existing TOR land. Kombat emphasized that the initiative would ease workers’ housing burdens and support broader development of the industrial city, stating, “Our people are our greatest asset. A restored TOR must also mean a better quality of life for those who keep the plant running.” Kombat reaffirmed TOR’s commitment to pursuing the programme with discipline, transparency, and partnership. “We will pursue these projects with the urgency and seriousness they deserve. The Restoration and Legacy Projects are about securing TOR’s future and leaving a lasting legacy for Ghana,” he said.
