Tor: “Per ser poderós ara s’han de controlar les eines de la IA”

Andorra will host the second North‑South Centre conference of the Council of Europe from today until tomorrow. The event focuses on the challenges, risks and opportunities of artificial intelligence (AI) from an intercultural perspective and coincides with the start of Andorra’s two‑year presidency of the Council, which is being carried out by Ambassador Andreu Jordi. The conference was opened by Minister of Foreign Affairs Imma Tor, who said that AI has completely transformed global diplomatic relations. “To be powerful today you must possess and control AI tools,” she added. Tor called for improved global governance through instruments such as UNESCO’s declaration on AI ethics and the Council of Europe’s convention, which Andorra signed in 2024. She also highlighted education as a key pillar for teaching young people to use AI responsibly, noting that the Principality has developed a comprehensive plan for AI use in schools for both students and teachers. The meeting will bring together representatives from about thirty countries, including members of the Council of Europe and non‑members such as Portugal, Spain, the United Kingdom, Germany, Liberia and Lebanon. Tor said the main goal is not to adopt a formal declaration but to create a space for exchanging knowledge and best practices among education directors and international relations experts. In a separate announcement, Tor confirmed that today representatives from the Ministry of Urban Planning and the Andorran embassy in Paris are holding a technical meeting with French authorities to continue bilateral dialogue and clarify details for future improvements to the RN‑20 road. The works, expected to begin in the autumn of 2027 and potentially involve a full road closure for several weeks, are described as complex. Andorra is seeking innovative alternatives, such as partial reopenings or weekend traffic maintenance, to reduce the economic impact on Pas de la Casa. Tor urged caution and said no definitive conclusions could be drawn until the meeting concludes.
