The Latest: Canada’s retaliatory tariffs on $28B in U.S. goods take effect

Canada’s retaliatory tariffs on 28 billion dollars worth of American goods took effect shortly after midnight on Tuesday. The measures were implemented in response to 50 percent tariffs imposed by the United States on Canadian goods last month.

U.S. Trade Representative Jamieson Greer characterized the escalation as a natural consequence of what he described as Canada’s discriminatory treatment of American exports. Greer alleged that Canada walked away from a near-final trade deal in favor of what he termed senseless retaliation. He stated that President Donald Trump intends to defend American workers and restore reciprocity in bilateral trade.

President Trump has since signed executive orders to further escalate the dispute. These orders, scheduled to take effect later this month, include a total ban on the import of certain Canadian goods, such as motorcycles and alcoholic beverages. Additionally, the President directed federal procurement agencies to remove all Canadian-origin products from government awards schedules.

In Canada, Prime Minister Mark Carney addressed the nation via video, acknowledging that the country’s pivot away from the U.S. market would carry economic costs. He argued that the alternative would be worse and stated that the government’s goal is to build a more resilient economy that is not susceptible to foreign pressure. The Prime Minister also convened a meeting with business leaders from Quebec, including representatives from Saputo, Metro, and Desjardins Group, to discuss the trade relationship.

Provincial leaders have expressed varying responses to the trade conflict. British Columbia Premier David Eby stated that his government would not rule out additional countermeasures and is maintaining a ban on American alcohol in provincial liquor stores. Alberta Premier Danielle Smith cautioned against further escalation, noting that tariffs harm both nations, and announced the creation of a business advisory committee to monitor the impact on local operations. Saskatchewan Premier Scott Moe described the Canadian tariffs as necessary but urged both sides to return to the negotiating table.

Business organizations have voiced concern over the economic impact of the dispute. The Canadian Chamber of Commerce stated that the U.S. is punishing Canada at the expense of its own economy, while the Canadian American Business Council warned that the tariffs disrupt long-standing business relations and increase uncertainty. The Distilled Spirits Council of the United States reported that the trade dispute has already caused a 70 percent decline in American spirit exports to Canada.

Federal Trade Minister Dominic LeBlanc confirmed that Ottawa is assessing the latest U.S. measures and remains in contact with U.S. officials. Meanwhile, Conservative Leader Pierre Poilievre has called for Parliament to reopen early to debate the economic consequences of the tariffs and has requested the release of the text of the failed trade agreement.
