Russia to Dispatch Second Oil Tanker to Cuba Amidst Deepening Energy Crisis

As Cuba grapples with an escalating energy crisis underscored by fuel shortages and widespread blackouts, Russia is stepping in to help by dispatching a second oil tanker to the Caribbean nation. This news was confirmed by Russian Energy Minister Sergei Tsivilyov at an energy forum. The planned shipment is already in preparation and follows the recent delivery by the Russian-flagged tanker Anatoly Kolodkin, which carried approximately 730,000 barrels of crude oil. This was Cuba’s first major oil delivery in about three months.

However, the initial shipment has only provided temporary relief to the country’s strained energy grid, with experts estimating that it could produce enough diesel to meet national demand for roughly nine to ten days. This highlights the urgency of securing additional supplies.

Cuba’s energy woes are largely due to its heavy reliance on imported fuel, with domestic production meeting only about 40 percent of its energy needs. In recent months, the country has seen a sharp decline in supplies from traditional partners such as Venezuela, leading to severe electricity shortages, rationing, and disruptions to essential services.

Complicating matters further are geopolitical tensions. The United States has tightened restrictions on fuel shipments to Cuba but allowed the recent Russian delivery to proceed on humanitarian grounds. Despite these pressures, Moscow has framed its assistance as a humanitarian effort, with Minister Tsivilyov emphasizing Russia’s commitment to continue supporting Cuba. The second tanker is expected to provide additional, though likely short-term, relief as Cuba navigates one of its most severe energy crises in recent years.
