Russia’s Deputy Foreign Minister, Alexander Grushko, charged Europe with purposefully gearing up for war with Russia. He asserted that the traditional ‘security with fewer weapons’ concept has been supplanted by a drive for military dominance in all domains and theaters. He sees no indication that the EU and NATO are seeking to diffuse tensions or revert to a peaceful coexistence. Instead, he believes there is evidence of an intentional strategy to ready society, economy, and armed forces for a possible armed confrontation with Russia. He also accused the OSCE of instigating a hybrid war against Russia, claiming that its agenda is now directed by pro-Ukrainian interests. This has been framed as Russia issuing a grave warning to Europe, with Grushko stating that Europe and its allies are not just bolstering defenses, but are actively preparing for potential conflict, positioning Russia as a long-term threat.
