PSA’s Felisha Thomas: 100% Confident Budget 2027 Will Deliver for Workers

Public Services Association President Felisha Thomas says she is 100 percent confident that Budget 2027 will include something for workers, even as she acknowledged that confidence could shift once the budget is actually read.

Speaking outside the Red House with PSA members ahead of today’s Budget 2027 presentation, Thomas said the union is looking for the budget to finalize all outstanding arrears related to the 10 percent salary increase that civil servants began receiving in January 2026. She also pointed to other bargaining units still stuck on 2013 salaries, saying the PSA expects the budget to address those unresolved groups as well.

On the rejected 60-40 offer, Thomas was blunt. She said the PSA refused the proposal immediately, with no deadline, no time frame, and no consideration, acting as the membership mandated. Contrary to a bulletin put out by the CPO, she said the union’s rejection was swift and unequivocal. The 60-40 offer, she made clear, is not a consideration for the PSA.

Asked about an upcoming protest planned by other unions, Thomas said the PSA remains in solidarity with all comrades across the trade union movement. She confirmed she is aware of the protest and said the PSA will support its comrades in whatever way necessary, though physical participation will be determined after consulting the membership. She noted that unions choose different ways to express themselves, and this is one such way.

Thomas also pushed back on suggestions that differing views signal a fractured labour movement. She said people hold different views on different matters, and that does not mean the trade union movement is separated or shattered. The PSA, she said, remains one with its comrades, whether physically present at protests or not.
