Philippines builds independent nuclear watchdog

The Philippines is moving toward the operationalization of an independent nuclear regulatory body, the Philippine Atomic Energy Regulatory Authority (PhilATOM), as part of the nation’s efforts to integrate nuclear power into its energy mix. To support this transition, the Department of Energy (DOE) and the Nuclear Energy Agency (NEA) of the Organization for Economic Co-operation and Development (OECD) convened a three-day workshop in Manila beginning November 4, 2026. The sessions were designed to strengthen the country’s regulatory framework and prepare for the formal launch of the agency. DOE Secretary Garin emphasized that the country’s nuclear energy program must be built upon a foundation of robust institutions and sound governance. “The Philippines stands at a significant phase in the development of its nuclear energy program,” Garin stated. “As we advance preparations for the potential deployment of nuclear energy as part of a diversified and resilient energy mix, we recognize that progress must be anchored on strong institutions, sound governance and an unwavering commitment to nuclear safety and security.” OECD-NEA Director-General William D. Magwood IV noted that the success of the regulatory body depends on its independence, technical proficiency, and ability to prioritize public health and safety. He highlighted that transparency and credibility are essential for maintaining public trust. “Establishing a strong regulator, it isn’t just a matter of having the right regulations in place and the right programs in place,” Magwood said. “It is having the right people in place.” Magwood described Republic Act No. 12305, also known as the Philippine National Nuclear Energy Safety Act, which created PhilATOM, as a critical first step. However, he cautioned that significant work remains, particularly in cultivating the specialized expertise required to evaluate complex technical issues associated with nuclear energy.
