PCA urged murder charges against cops in Laventille shooting years before court ruling

The Police Complaints Authority (PCA) has revealed that it recommended murder charges against police officers involved in the fatal shooting of five men in Laventille back in 2018. PCA head David West disclosed that this recommendation was submitted to the Office of the Director of Public Prosecutions (DPP) on August 5, 2020, well before a recent High Court ruling that condemned the police actions as unlawful.

The tragic incident occurred on October 25, 2018, when five men were shot dead by police officers. Following a thorough investigation, Judge Marcia Ayers-Caesar criticized the officers’ conduct and the subsequent handling of the investigation. In her ruling, the court ordered the State to compensate the victims’ families with over $4 million.

West’s statement highlights that concerns about the legality of the police operation were raised years prior, with the PCA concluding there was sufficient evidence to pursue criminal charges. Although the DPP, Roger Gaspard, holds the constitutional authority to initiate criminal proceedings, the current status of the PCA’s recommendation remains unclear.

This development raises questions about the pace of justice in this case and whether more timely action could have been taken. The PCA, which investigates serious complaints against police, plays an essential role in guiding prosecutorial decisions, even though its findings are not legally binding.

As the families of the victims continue to seek justice, attention is now focused on the DPP’s office, and the prospects for criminal accountability following the civil ruling are under renewed scrutiny.
