OPR Investigates LandmarkTT for Alleged Tender Irregularities in $100M Project

The Office of Procurement Regulation (OPR) has launched an investigation into LandmarkTT Properties Limited, a state enterprise, over allegations of bypassing standard procurement protocols for a substantial housing project valued at $100 million. The scrutiny relates to the Allamby Residential Development in Corinth, San Fernando, where allegations have surfaced that a selective tendering process was favored instead of the mandated open bidding system.

According to information from the OPR, the regulations stipulated under the Public Procurement and Disposal of Public Property Act were potentially contravened. This Act mandates an open and competitive bidding process for government contracts, unless specially exempted. A spokesperson from the OPR warned that should these allegations prove accurate, any contract not executed in compliance with these provisions might be declared void and illegal, posing significant legal and financial risks to the parties involved.

Despite the ongoing investigations, construction activities continue at the site. This has sparked public and political interest, with representatives like Opposition MP Camille Robinson-Regis questioning the rationale behind the continuation of work amid such serious allegations. The MP pointed out that proceeding with ongoing construction not only risks potential resource wastage if contracts are later annulled but also undermines public trust in governmental processes.

The allegations of selective tendering have underscored broader concerns about transparency and accountability in public sector projects. The OPR’s probe will examine the tendering procedures followed by LandmarkTT and assess their compliance with procurement standards meant to ensure fair play and prevent any potential misuse of public funds.

As the investigation unfolds, the implications could extend beyond just LandmarkTT. The case serves as a critical reminder to all state enterprises about the importance of adhering strictly to procurement laws, reinforcing the need for transparent and equitable processes to safeguard public interest.
