Luxembourg and Vietnam have formalised a strategic partnership to channel European capital into Vietnam’s green finance and infrastructure sectors, leveraging Luxembourg’s expertise as a global financial hub. The agreement, signed on October 12 during a working session in Hanoi, aims to attract long-term international investment to support Vietnam’s ambitious economic growth targets.
Vietnamese Finance Minister Ngo Van Tuan highlighted the country’s strong economic performance, with GDP growth of 9.01% in the first nine months of 2026 and record foreign direct investment disbursements of $21.07 billion—the highest in five years. To sustain this momentum, Vietnam seeks to mobilise international funds, particularly through Luxembourg’s alternative investment vehicles and European Long-Term Investment Funds (ELTIFs).
Luxembourg’s Finance Minister Gilles Roth emphasised the country’s role as a leader in asset management, overseeing €9 trillion in investments, and its commitment to fiscal discipline and green finance. The two sides agreed to strengthen ties between the Vietnam Stock Exchange (VNX) and the Luxembourg Stock Exchange (LuxSE), focusing on dual listings and transparency for green financial instruments. This collaboration could enhance Vietnam’s access to international capital while positioning Luxembourg as a gateway for ASEAN investments.
Key priorities include financing Vietnam’s public transport and infrastructure projects, areas identified by the Luxembourg delegation during visits to Hanoi. Vietnam also seeks Luxembourg’s support in developing its International Financial Centre in Ho Chi Minh City and Da Nang into a regional green finance hub. The partnership will cover legal frameworks, green bond issuance, workforce training, and regulatory innovation, including fintech and artificial intelligence in financial supervision.
The memorandum of understanding (MoU) signed by the ministers provides a framework for knowledge-sharing, institutional capacity-building, and personnel training. It aligns with broader EU-Vietnam cooperation, including efforts to ratify the EU-Vietnam Investment Protection Agreement (EVIPA), which would further stabilise the investment climate. By combining Luxembourg’s financial sophistication with Vietnam’s growth ambitions, the partnership aims to create sustainable investment pathways for both economies.
