Le Gouvernement recourt à la CADECO pour la paie des fonctionnaires à l’intérieur de la RDC

**Kinshasa – 1 September 2026** – The government of the Democratic Republic of Congo (DRC) has signed a protocol with the Caisse Générale d’Épargne du Congo (CADECA) to facilitate the payment of civil‑service salaries across the country.

The agreement was signed on 14 August 2026 in Kinshasa by Vice‑Prime Minister and Minister of Public Service Jean‑Pierre Lihau and CADECA Director‑General Célestin Mukeba Muntuabu. Under the protocol, CADECA’s network—present in 25 of the DRC’s 26 provinces and covering roughly 85 % of the nation’s 145 territories—will be used to create a “pay‑by‑proximity” system. The arrangement includes mobile service points that will travel to beneficiaries in locations that lack conventional banking infrastructure.

Jean‑Pierre Lihau said the partnership aims to end the difficulties faced by state employees stationed in remote areas, noting that CADECA’s extensive presence will enable the Treasury’s funds to be mobilised nationwide. Célestin Mukeba added that the new mechanism will ensure that civil‑service salaries can be disbursed more reliably.

Both officials indicated that the initiative addresses shortcomings in the DRC’s banking policy over the past decade, which had required many rural workers to undertake long and costly trips to receive their wages.

The protocol marks the first formal collaboration between the government and CADECA to improve salary distribution for public‑sector employees in the DRC.
