According to Garcés, Allende’s administration was moving forward with a plebiscite intended to legitimize the government’s policies. He also recounted the circumstances surrounding the death of General Prats, a key military figure who had been a potential obstacle to the coup. Garcés noted that Prats’ sudden demise removed a significant barrier to the military’s plans.

Garcés further detailed how Pinochet seized control, citing the use of “Plan Hercules,” a covert operation that targeted the constitutional government. The plan, he said, was employed to undermine the existing political structure and facilitate the military takeover.
