According to data released by the Ministry of the Environment, the period from April 2025 to March 2026 saw 13 fatalities and more than 220 injuries caused by bear attacks. This represents a significant increase from the previous year’s figures, which recorded three deaths and 82 injuries.

The surge in incidents coincides with the bears’ peak feeding season, which typically begins in the autumn months. To address the growing risk, local governments and wildlife agencies have introduced a multi‑layered mitigation strategy:

* **AI‑Based Monitoring:** Machine‑learning algorithms analyze camera‑trap footage and sensor data to predict bear movements and identify high‑risk zones. The system issues real‑time alerts to park rangers and nearby residents.
* **Drones:** Unmanned aerial vehicles equipped with loudspeakers and infrared lights are deployed to disperse bears that approach populated or tourist areas. Operators can remotely control the drones to cover large territories quickly.
* **Robotic Wolf Deterrents:** Small, autonomous “wolf robots” that emit realistic howls and scent cues are placed along trails and near villages. The devices are intended to simulate the presence of natural predators, discouraging bears from entering human‑occupied zones.

Officials say the combined use of these technologies aims to reduce the likelihood of dangerous encounters while minimizing direct human‑bear conflict. “Our goal is to protect both people and wildlife,” a spokesperson for the Ministry of the Environment said. “By leveraging modern technology, we can intervene before bears become a threat.”

The initiative is being piloted in several prefectures with high bear activity, including Nagano, Gifu and Hokkaido. Early reports indicate a modest decline in bear sightings near human settlements, though comprehensive evaluation of the program’s effectiveness will require additional data over the coming months.

The Ministry has also urged residents and tourists to follow established safety guidelines, such as securing food waste, avoiding feeding wildlife, and staying alert while hiking. Continued cooperation between authorities, local communities and technology providers is deemed essential to curb the rising trend of bear‑related injuries and fatalities.
