Investigation Sought Over LandmarkTT’s Beaucarro Project Tender Integrity

LandmarkTT Properties Limited is facing allegations concerning the integrity of its procurement process for the Beaucarro Residential Development Project, following a formal complaint filed by a member of the public. The complaint has highlighted perceived irregularities in LandmarkTT’s tendering procedures, raising questions about governance and adherence to established regulations.

The concerned citizen addressed the complaint to Beverly Khan, the Procurement Regulator at the Office of Procurement Regulation (OPR), citing issues with the legality and propriety of LandmarkTT’s procurement process. The complaint references the Public Procurement and Disposal of Public Property Act 2015, which permits citizens to bring forward allegations of irregularities. The complaint argues that given the significant public funds involved, the matter warrants careful scrutiny and potential intervention by the regulatory body.

LandmarkTT’s procurement process is reported to have employed a selective tendering approach, with the issuance of a Request for Proposal (RFP) on May 8th, 2026. The RFP concerns the Beaucarro project, which involves the construction of single-family homes, and has an anticipated contract value exceeding TT$150 million dollars. The complainant advocates that the Office of Procurement Regulation investigates these claims to ensure compliance and transparency.

The Office of Procurement Regulation has been urged to utilize its authority under the Act to conduct an independent inquiry, either on its initiative or in response to public concern. This call to action reflects a broader demand for accountability and transparent oversight of major development projects funded by public resources.
