A large fire broke out on the night of 13‑14 September at the Carfil industrial platform in Brașov, Romania. The blaze damaged eight companies that were operating on the site, with five of them suffering major losses. The administrator of the industrial park, which is overseen by the Brașov County Council, has been tasked with assessing the structural damage and planning the reconstruction of the damaged buildings and technical networks. Only two of the affected firms had insurance coverage, but it is not yet clear whether the policies will cover all of the losses. The compensation that the insured companies may receive will depend on the terms of their policies, the extent of the damage, and how the incident is classified by insurers. The question of who will finance the repairs for the other six companies remains unresolved. In a separate development, the Romanian Intelligence Service (SRI) confirmed on 26 October that the fire was part of a sabotage operation orchestrated by Russia. According to SRI, the operation involved several citizens from former Soviet states who were residing in European Union countries. Legal proceedings are underway in Romania and in cooperation with authorities in several EU member states. SRI stated that the sabotage network’s activities were not limited to Romania and that Russian coordinators had identified a range of targets in the region, including state and private armament production facilities, as well as other military and industrial sites. The incident is described as part of a broader campaign of sabotage aimed at intimidating, disrupting defence capabilities, and weakening the security contributions of targeted states. The Department for Investigating Organized Crime and Terrorism (DIICOT) is investigating three foreign suspects—two Belarusians and one Ukrainian—for attempted sabotage. Two of the suspects were detained in Germany, while the third was located in Poland, where a European arrest warrant was issued on 26 October. Investigators say the trio also targeted other objectives in Romania and EU member states. SRI has warned that recruitment for sabotage operations may begin with offers of money for seemingly innocuous tasks.
