How to take part in the consultation process on Norway’s new citizenship rules

The Norwegian government has initiated a public consultation process regarding proposed amendments to the Citizenship Act. The government aims to standardize regulations and reduce processing times for citizenship applications through these legislative changes.

The proposal is currently open for feedback from both organizations and private individuals. While the official consultation document lists October 19 as the deadline for submissions, the government’s main landing page indicates October 16. Officials advise submitting feedback well in advance of these dates.

Submissions can be made through the official government website, regjeringen.no. Individuals may submit comments without logging in, though a secure ID is required to save drafts. The submission portal is available only in Norwegian, and users are cautioned that browser-based translation tools may occasionally interfere with the saving process. It is recommended that participants draft their responses externally before submitting.

All consultation responses are considered public information and will be reviewed by a case manager before being published on the government website. Private individuals have the option to submit their feedback anonymously. Content containing threats, hate speech, or defamation will be excluded from publication.

Following the conclusion of the consultation period in October, the Ministry will review the feedback and determine whether to adjust the draft legislation. The final proposal will then be submitted to the Norwegian Parliament for debate and a final vote.
