How on earth to finance Nepal’s disaster?

As Nepal faces increasing climate-related disasters, experts are calling for a systemic shift in how the nation finances resilience and manages the economic impact of environmental damage. With foreign grants declining and the country’s impending graduation from Least Developed Country status limiting access to concessional loans, the focus is turning toward domestic capital mobilization and the integration of climate risk into financial planning.

Rastraraj Bhandari, a climate economist with the Himalayan Water Project, notes that while international climate reparations remain a priority for Nepal’s leadership, the country must also address the immediate need to climate-proof its infrastructure and communities.

A central component of this strategy is the pricing and management of climate risk. Experts suggest that by quantifying the financial impact of potential disasters, Nepal can better utilize insurance mechanisms. Suman Ghimire of the climate-insurtech startup PlantSat highlights the role of parametric insurance, which uses weather data to trigger automatic payouts. This model bypasses traditional, time-consuming claims processes, allowing farmers to receive funds quickly enough to replant crops following extreme weather events.

The domestic banking sector is also being positioned as a critical actor in climate resilience. As of mid-2026, Class A commercial banks in Nepal held an outstanding loan portfolio of approximately Rs5.32 trillion, or $39.5 billion. Dinesh Dulal, Chief of Sustainable Energy Finance at NMB Bank, emphasizes that climate resilience must be integrated into the core design and financing of energy projects rather than treated as an optional feature. This includes providing financial incentives, such as lowered interest rates for projects that incorporate early-warning systems or climate-resilient infrastructure.

To address the fiscal strain caused by recurrent disasters, analysts suggest that Nepal should explore blended finance models, the use of diaspora green bonds, and the strategic application of carbon markets. Furthermore, there is a push to prioritize decentralized energy solutions, such as pumped hydro storage and green hydrogen, which may offer greater resilience against climate-related disruptions compared to large-scale, centralized infrastructure.

The urgency of these measures was underscored by the events of August 26, 2026, when a significant flood event, described as a mountain tsunami, caused widespread damage. Experts argue that the disaster serves as a reminder that climate resilience is no longer merely an environmental concern but a fundamental requirement for national economic stability and fiscal planning.
