Hong Kong has signed two memorandums of understanding (MOUs) with partners in the Greater Bay Area to harmonize standards and commercialize advanced aerial technology. The agreements aim to integrate the city’s research and standards-setting capabilities with the production and testing infrastructure of the broader Guangdong-Hong Kong-Macau region.
Deputy Financial Secretary Michael Wong Wai-lun announced the pacts on Thursday, noting that the collaboration is part of the city’s efforts to align with national development strategies. The announcement took place during a forum focused on the low-altitude economy, which encompasses commercial activities involving drones and electric vertical take-off and landing (eVTOL) aircraft.
Secretary for Transport and Logistics Mable Chan stated that Hong Kong has secured support from more than 50 organizations to develop common standards for the sector. Participating entities include mainland Chinese firms such as AutoFlight, EHang Intelligent Equipment, China Telecom Global, and the China Unicom Innovation Research Institute.
Chan emphasized that the development of a global standard requires cooperation between multiple cities and stakeholders. She noted that Hong Kong’s common law system, aviation expertise, and status as an international financial hub position the city as a suitable location for real-world testing of aerial technologies.
