Haiti’s Provisional Electoral Council (CEP) announced Friday that voter registration operations will begin on Monday, July 20, 2026, in the capitals of nine geographic departments, excluding the Ouest department. The decision comes as Port-au-Prince, the capital and seat of the Ouest department, remains largely controlled by armed groups. The CEP’s move signals a cautious step toward elections despite the ongoing security crisis. Registration will focus on areas where the state can guarantee relative safety, leaving out the most volatile region. The announcement raises questions about how the electoral process can proceed without the participation of the country’s largest population center.
