Guyana: Trinidad and Tobago Company Selected for Wales Natural Gas Liquids Plant Operations

Trinidad and Tobago’s Phoenix Park Gas Processors Limited (PPGPL), in partnership with local company GuyGas Inc., has been selected as the top firm for the Operations and Maintenance (O&M) of the Gas-to-Energy (GTE) Phase 1 Natural Gas Liquids (NGL) Plant. This decision was announced by the Office of the Prime Minister on Tuesday, following a competitive public procurement process.

The Prime Minister’s Office stated that Cabinet has approved negotiations with the selected firms to finalize an O&M arrangement for the NGL operations. It is important to note that this engagement pertains solely to the operations and maintenance of the Phase 1 NGL Plant and does not encompass the supply and bottling of LPG, the sale and marketing of remaining NGLs, or the development of additional NGL storage and offloading facilities.

This announcement comes after discussions in the Trinidad and Tobago Parliament regarding ongoing talks with Guyana about the operation of the NGL plant at Wales. PPGPL is the majority stakeholder of the State-owned National Gas Company.

GuyGas Inc. is a wholly-owned private company. The selection process began with an open Request for Proposals advertised in January 2025, with five proposals received and evaluated based on administrative, technical, and financial criteria. The proposal led by PPGPL, with GuyGas Inc. as a local partner, achieved the highest ranking overall.

The intended arrangement will cover O&M Core Services and a Long-Term Maintenance Plan for the Phase 1 NGL Plant. PPGPL will act as the lead O&M operator, while GuyGas Inc. will support local content and skill transfer to Guyanese workers.

The NGL Plant is part of the integrated Gas-to-Energy facility near Georgetown, which aims to produce cleaner, lower-cost energy for Guyana. The engagement of an experienced operator is aimed at ensuring safe and efficient plant operations, with a targeted start-up in the first quarter of 2027.

Additionally, Siemens Energy has been selected as the O&M operator for the 300-megawatt combined-cycle power plant and auxiliary facilities, coordinating operations across the integrated facility.

A key objective of this engagement is the development of Guyanese personnel, maximizing local employment and facilitating a transition where Guyanese will progressively operate and maintain the plant, supported by training and mentorship from the experienced operator.

Before finalizing the arrangement, further technical and legal due diligence reviews will be conducted to ensure that the commercial terms and arrangements align with best practices in the sector. The Gas-to-Energy project is a crucial part of the Government’s strategy to provide reliable and affordable energy while building local capacity and creating opportunities within the energy value chain.
