Guyana: Rodrigues-Birkett: UN Must Not Be Absent During Global Crises

Ambassador Carolyn Rodrigues-Birkett, who is representing Guyana as a candidate for the position of United Nations Secretary-General, has expressed the view that the UN should adopt a more visible and proactive stance in addressing international conflicts. She articulated that the organization should not be perceived as absent during critical moments of global instability.

During an interactive dialogue with member states, Rodrigues-Birkett outlined her approach to the role if she were to succeed António Guterres. In response to inquiries from representatives of the Kingdom of the Netherlands, she emphasized the importance of early engagement by the UN when warning signs of conflict arise. She stated, “As Secretary-General, I’d be willing to pick up the phone and call and speak with the parties concerned, especially when the information before me anticipates that something bad might happen.”

Rodrigues-Birkett highlighted that preventive diplomacy would be a key focus of her leadership, particularly given the multitude of conflicts currently occurring worldwide. She asserted that the Secretary-General should utilize all available tools to promote peace efforts, even in uncertain circumstances. “Not being afraid to be rejected, not being afraid to fail, but always being ready and willing to make that call,” she remarked.

She further noted that while governments and regional organizations often lead mediation efforts, the UN must remain actively involved rather than appearing detached. “The world must see that the UN is involved,” she stated, adding that the organization should not delegate its responsibilities in peace and security.

During the session, Rodrigues-Birkett also addressed questions from the Group of 77 and China, identifying implementation as a significant barrier to achieving the UN’s Sustainable Development Goals by 2030. She pointed out that while a blueprint exists, the challenge lies in execution, particularly due to inadequate access to financing for developing countries. She called for ongoing reforms in international financial institutions to support development, which she described as essential for global stability.

Rodrigues-Birkett pledged to advocate for greater geographical representation within the UN system, noting the underrepresentation of many developing countries in senior roles. She emphasized that recruitment should be merit-based while also providing opportunities for historically underrepresented nations. Additionally, she expressed support for the ongoing UN reform initiatives, including the UN80 initiative launched by Guterres, describing it as a positive step towards enhancing efficiency and reviewing mandates.

She concluded that structural reforms could significantly impact how the UN serves its member states and responds to global challenges. Rodrigues-Birkett’s remarks were part of a series of public dialogues aimed at allowing member states and civil society organizations to evaluate candidates for the UN’s top position. Throughout the discussion, she reiterated the importance of engagement, asserting that the UN’s credibility relies on its readiness to act and remain visible during pressing global crises.
