Guyana: Guyana Seeks Formal Relationship with Meta Platforms

Attorney General Anil Nandlall has communicated with Meta Platforms, the holding company for Facebook, to request an “institutional arrangement.” While specific details of the request were not disclosed, Nandlall indicated that the government has concerns regarding certain types of content present on Facebook.

Nandlall emphasized the importance of ongoing engagement with platforms like Facebook, noting the potential harm that can arise from harmful posts. He stated, “You need to have a constant engagement with a platform like Facebook. I mean, all of us here are, we are activists of Facebook and you see the destruction that it includes. In one post, and by the time you get that post removed, the damage is already done. It’s already done.”

The Attorney General has previously filed defamation lawsuits against anti-government activists based overseas and has sought to have one of them returned to Guyana to face criminal charges. He mentioned that there is an existing arrangement that allows governments to engage with Meta through a specific portal.

As of now, Meta has not disclosed any data regarding requests made by the Guyana government this year. However, the company reported that between January and June 2025, there were three legal process requests and 13 emergency disclosure requests, involving 13 users/accounts. In 2024, the Guyana government made five emergency disclosure requests, three legal process requests, and nine users/accounts requests.

In 2023, the government submitted a total of 32 requests for legal processes and 36 requests for users/accounts. Nandlall noted that the Guyana government does not have a formal relationship with Meta, except for the Guyana Police Force, which has a platform with Meta through InterPol.

Meta stated that it responds to government requests for data in accordance with applicable laws and its terms of service. The company reviews each request for legal sufficiency and may reject or seek more specificity on requests that are deemed overly broad or vague.
