Guyana: Chairmen of Parliamentary Standing and Sectoral Committees Elected

The Speaker of the National Assembly, Manzoor Nadir, chaired a meeting on Monday to elect chairmen for several bipartisan standing parliamentary and sectoral committees. According to the Parliament Office, the chairmen elected include:

  • Public Accounts Committee (PAC): Vishnu Panday from We Invest in Nationhood (WIN)
  • Constitutional Reform Committee: Anil Nandlall, Attorney General and Minister of Legal Affairs
  • Oversight Committee on the Security Sector: Retired Brigadier Mark Phillips
  • Committee of Appointments: Gail Teixeira, Minister of Parliamentary Affairs and Governance

For the parliamentary sectoral committees, the following chairmen were elected:

  • Economic Services: Duarte Hetsberger (WIN)
  • Social Services: Dr. Vindhya Persaud
  • Foreign Relations: Odessa Primus (WIN)
  • Natural Resources: Vickram Bharrat, Minister

The Speaker also serves as Chairperson of the Standing Orders Committee, the Assembly Committee, the Committee of Privileges, and the Statutory Instrument Committee. The Parliament Office noted that the establishment of these committees is a significant milestone for the Thirteenth Parliament, allowing members to begin their oversight roles and examine policies and administration across various sectors.

Members of the PAC representing the People’s Progressive Party Civic (PPPC)-led government include Teixeira, public works minister Juan Edghill, Deputy Speaker Vishwa Mahadeo, and parliamentarians Suresh Singh and Sanjeev Datadin. WIN is represented by Panday and Nandranie Singh, while A Partnership for National Unity (APNU) includes Ganesh Mahipaul and Juretha Fernandes.

Other members of the Oversight Committee on the Security Sector include Nandlall, finance minister Dr. Ashni Singh, foreign affairs minister Hugh Todd, and home affairs minister Oneidge Walrond. WIN representatives are Toshana Femey-Corlette and Hetsberger, while APNU members are Sherod Duncan and Saiku Andrews.

For the Constitutional Reform Committee, government representatives include Nandlall, local government minister Priya Manickchand, culture minister Charles Ramson Jr, labour minister Keoma Griffith, and James Bond. WIN representatives are Tabitha Sarabo-Halley and Gordon Barker, while APNU is represented by Mahipaul and Dexter Todd.

In the Economic Services Committee, government members include Dr. Singh, Edghill, agriculture minister Zulfikar Mustapha, tourism minister Susan Rodrigues, and junior public works minister Madanlall Ramraj. WIN members are Hetsberger and Gobin Harbajan, while APNU includes Dr. Terrence Campbell and Juretha Fernandes.

The Sectoral Committee on Human Services consists of Dr. Persaud, Amerindian affairs minister Sarah Browne-Shadeek, Dr. Mahadeo, and Sonia Latchman for the government, with WIN represented by Natasha Singh, Primus, and Ryan Richards. APNU’s member is Coretta McDonald.

Ruling PPPC members on the Sectoral Committee on Natural Resources include Bharrat, public utilities minister Deodat Indar, junior local government minister Pauline Sukhai, junior housing minister Vanessa Benn, and Thandi McAllister. WIN representatives are Primus, Andre Lewis, and Richards, while APNU’s member is Kuice Sharma Solomon.

On the sectoral committee on Foreign Relations, government members include Todd, Kwame McCoy from the Prime Minister’s office, Dr. Jennifer Westford, Seepaul Narine, and Bhagmattie Veerasammy. WIN representatives are Primus and Dr. Andre Lewis, while APNU includes McDonald and Dr. Riaz Rupnarain.
