The Government has tightened controls on the export of several construction-related materials. Starting January 1, 2026, clays, crushed limestone, boulders, sand, gravel, plastering sand, porcellanite, argillite and oil sand have been removed from the Open General Licence for exports. This was first published in 1998. The amendment means exporters of these materials will no longer have blanket approval under the Open General Licence. Instead, they will require specific authorisation under the Imports and Exports Control Regulations. The amendment was implemented by Trade, Investment and Tourism Minister S. Maharaj under powers from the Trade Ordinance and the Imports and Exports Control Regulations. These rules apply to all exporters dealing in the affected materials.
