Gonzales expressed concern over the decision to potentially lay off 11,000 workers, labeling it as irresponsible and lacking a coherent plan. He further accused the government of failing to provide policy direction, structure, and transparency, coining the phrase “governance by VAPS” to highlight the absence of a systematic approach, implying that the government’s actions are more about political revenge than effective governance.
