The Guinean Ministry of Economy, Finance and Budget (MEFB) announced that the 2026 state bond issuance closed on 23 October with total subscriptions of 4 579 145 billion Guinean francs (GNF), surpassing the original target of 2 500 billion GNF. Launched on 25 September, the operation achieved a coverage rate of 183.17 %, meaning investors committed more than 2 079 billion GNF above the amount the government sought to raise. The bond, with a five‑year maturity and an 11 % interest rate, was arranged by Afriland First Bank Guinea and supervised by the Central Bank of the Republic of Guinea (BCRG). Six other banks participated: Vista Gui, Banque pour le Commerce et l’Industrie (BCI), Ecobank Guinea, Orabank Guinea, Skye Bank Guinea and AFG Bank Guinea. MEFB highlighted the strong demand for public securities as evidence of investor confidence and the role of the domestic banking sector in mobilising savings for state financing. The ministry stated that the proceeds will be used to fund priorities outlined in the Programme Simandou 2040, a national development plan aimed at economic transformation. In its statement, the ministry thanked the BCRG, Afriland First Bank and all participating banks, and reaffirmed its commitment to further developing the public securities market to enhance the state’s financing capacity and strengthen national financial sovereignty.
