Dutch Landlords Face Penalties If Rental Homes Not Energy Label D by 2029

Landlords in the Netherlands could face penalties if they fail to upgrade rental properties to a minimum energy label D by January 1, 2029, under a draft regulation submitted by Housing Minister Elanor Boekholt-O’Sullivan.

The measure would phase out energy labels E, F, and G, requiring all rental homes to reach at least a D rating. The government says the obligation aims to improve housing quality, give tenants more control over energy bills, and contribute to climate targets.

Exemptions include historic buildings, temporary rentals, and small detached homes like houseboats. Landlords who continue renting out non-compliant properties could face penalties, though the specific fines have not yet been detailed.

To help with the transition, a subsidy scheme offers landlords up to €15,000 per home for sustainability improvements, such as upgrading insulation or heating systems. The program runs until 2030.

The draft regulation has been submitted to the House of Representatives and Senate for review. If approved, it will give landlords several years to comply, with the 2029 deadline set to bring the country closer to its climate goals while improving living conditions for tenants.
