DNB warns Netherlands needs better investment climate to meet housing targets

De Nederlandsche Bank (DNB) has concluded that the Netherlands must improve its investment climate to achieve its rental housing construction ambitions. In a study on financing private rental homes, the central bank stressed that the country faces a capital shortage without additional investments.

DNB estimates that €40 billion is needed annually to build 100,000 homes, including about €6.4 billion for new private rental homes outside the housing association sector. However, current public and private investments are falling short.

To attract more investment, DNB recommends greater policy certainty, making regulations more predictable with a clear long-term vision. The bank also urges scaling back extra-statutory municipal requirements that delay projects. Additionally, DNB suggests examining whether mid-market rent regulations hinder new construction financing, proposing a heavier weighting of home value in rent price regulation.

The housing shortage has been a major issue for years, exacerbated by population growth. The government aims to accelerate construction to 100,000 homes per year, but DNB’s findings highlight significant financial hurdles.
