Developing Countries Must Help Shape New Technology Rules, PM Says

Prime Minister Kamla Persad-Bissessar says developing countries must be given a meaningful role in deciding the international rules governing emerging technologies instead of simply being expected to adapt to decisions made elsewhere. Persad-Bissessar made the call during Trinidad and Tobago’s address to the United Nations General Assembly in New York. Speaking about technological transformation and what she described as “super intelligence,” the Prime Minister said developing countries must have both the opportunity and capacity to participate in shaping major global changes. She said this principle should extend beyond technology to changes taking place in the global economy and energy sector. Persad-Bissessar argued that developing countries should not simply be expected to adjust to transformations designed or developed elsewhere in the world. She said Trinidad and Tobago brings the perspective of a small island developing state and understands the need for climate resilience, energy security, affordability and economic development to advance together. According to the Prime Minister, progress should not be judged solely by how quickly the world changes, but also by determining who benefits from that change. She said global transformation should create greater opportunities, strengthen security and support development. Persad-Bissessar warned that changes should not instead result in greater inequality, indebtedness or dependence for developing nations. The Prime Minister said Trinidad and Tobago intends to bring the perspective of small states into international discussions as the country prepares for its 2027–2028 term on the United Nations Security Council.
