Port of Spain, Trinidad and Tobago – Police Commissioner Allister Guevarro has delivered a blunt warning to criminals across the country: the era of impunity is over.
His remarks came on Sunday after the successful rescue of kidnapped victim Mr. Daniel Kowal, who was freed during a precision operation around 11 a.m. in Port of Spain. The mission, led by Superintendent Pariman and Assistant Superintendent Singh, brought together officers from the Port of Spain Task Force, the Special Investigations Unit, the Western Division Task Force, and the Anti-Kidnapping Unit.
Kowal was found alive and is undergoing medical evaluation, though police confirmed he has no physical injuries. He is expected to be reunited with his family shortly.
Commissioner’s Stern Warning
While praising the swift work of his officers, Commissioner Guevarro made it clear that the TTPS is ready and able to confront criminal activity head-on.
> “I hope that this would serve as a warning to other persons who wish to engage in that sort of illegality. The time has come to change. The tide is now. Please turn away from crime and look towards profitable legal means of making a living. This end is not for you.”
His words carried the tone of a no-nonsense lawman — signaling that anyone seeking to destabilize public safety should reconsider immediately.
Mechanisms in Motion
The rescue itself underscored Guevarro’s point. Officers successfully tracked and stormed the location where Kowal was being held, demonstrating the effectiveness of the TTPS’s specialized units when working in unison.
During the operation, one of Kowal’s captors engaged police in a gunfight. He was wounded, taken to hospital, and later pronounced dead. Three suspects are now in custody, while two remain at large.
Guevarro declined to reveal the intelligence that led to the operation, citing risks to lives, but stressed that the systems in place are working — and will continue to be used to dismantle criminal networks.
No Tolerance for Destabilization
The Commissioner also condemned the spread of misinformation on social media, warning that unverified reports can harm investigations and mislead the public.
While not addressing ransom demands or motives, Guevarro confirmed that investigations remain active, including other sensitive missing persons cases.
By tying the Kowal rescue to his larger message, Guevarro’s stance was unmistakable: the TTPS is moving with purpose, and those who choose to engage in criminality will face swift consequences.
