Former Chevron executive Ali Moshiri has stated that Venezuela’s state-owned oil company, PDVSA, is hindering his efforts to invest in the nation’s energy sector. Moshiri, who currently serves as the chief executive of the investment fund Amos Global Energy, claims to have secured $2 billion from approximately 15 investors intended for Venezuelan oil production and infrastructure projects.
According to a report published by Bloomberg on September 18, Moshiri expressed frustration regarding the lack of progress on his proposals. He stated that there is currently no established process or sense of urgency from the Venezuelan side. Moshiri plans to travel to Caracas to seek in-person meetings with PDVSA executives to address the delays.
Moshiri previously led Chevron’s operations in Venezuela and has served as a long-term interlocutor for Washington on energy matters. His current investment efforts align with the Trump administration’s push for American companies to assist in the revitalization of Venezuela’s energy industry.
The situation follows reports regarding Moshiri’s past political advisory roles. According to an investigation by The Wall Street Journal, Moshiri had previously advised the CIA that a direct transfer of power to opposition leader Maria Corina Machado could lead to instability. He had suggested that Washington support Delcy Rodriguez as a viable figure for managing a potential succession. Moshiri now reports that the same leadership he previously suggested maintaining is currently obstructing his investment plans.
