The Trinidad and Tobago Transparency Institute (TTTI) has voiced concern about the systemic issues the incident highlights. It criticizes the current legal framework governing political financing as outdated and opaque, leaving citizens in the dark about who funds political actors and how money influences decision-making. The existing laws, which mainly apply spending limits to individual candidates and do not mandate political parties to disclose their funding sources, are under scrutiny.
The TTTI is urging for immediate legal action, pushing for mandatory disclosure of political donations, enforceable spending limits for both candidates and parties, and enhanced oversight powers for regulatory bodies. They also stress the need to modernize the Representation of the People Act, calling it insufficient for addressing today’s political realities.
Experts point to countries like Canada and the United Kingdom that have implemented stricter controls on political finance, including registration requirements for political parties and independent auditing systems. As investigations into Guerra’s death continue, it has become a symbol of wider concerns about governance and accountability. Advocacy groups warn that without meaningful reform, Trinidad and Tobago risk ongoing vulnerability to undue influence and erosion of democratic institutions.
