Border Mafia Exposed: Three ZRP Officers Jailed 5 Years for Turning Mozambique Crossing into Personal ATM

This report covers border mafia exposed: three with key details and context.

The iron gates of the Harare Magistrates’ Court slammed shut on three Zimbabwe Republic Police officers this month, ending their reign of extortion at the Mozambique border. Constables Prosper Muchangani (36), Shelton Masvande (34), and Mercy Makarimai (37) were each sentenced to five years in prison for criminal abuse of office, after a sting operation caught them red-handed running a ‘parallel customs department.’

The trio had turned the border crossing into a personal ATM, operating fake roadblocks in blind spots and targeting travelers with threats of detention unless they paid bribes. Their operations were part of a larger ‘Border Mafia’ syndicate that used runners to identify wealthy victims, often cross-border traders or Zimbabweans returning from the diaspora.

Their downfall came when an Indian businessman, fed up with being shaken down for thousands of dollars, coordinated with a specialized anti-corruption unit to record their demands. The marked money they pocketed became evidence that landed them in prison.

While the ZRP top brass hails this as a sign of a renewed anti-corruption drive, observers remain skeptical. Sources say the corruption is systemic, with junior officers often required to remit a portion of their ‘collections’ to provincial commanders. The sentencing, though significant, is seen as a rare case where the victims had enough clout to fight back.

For ordinary travelers, the ‘men in blue’ have become a source of dread. The trial highlights how the uniform has been weaponized for personal gain in a struggling economy. As the three officers begin their term, many wonder if this is justice or just a show.
