**Ukraine Introduces Two‑Level Air‑Alert System**

*Kyiv, 2 September 2026* – The Ukrainian government announced a reform of its civil‑defence air‑alert system, adding a two‑level warning scheme – “yellow” and “red” – each accompanied by a distinct audible signal. The change was presented by President Volodymyr Zelensky following a briefing from Prime Minister Serhiy Koretsky.

The reform aims to improve public understanding of the threat level posed by Russian attacks, which have increasingly relied on massed drone and missile strikes intended to disrupt daily life and economic activity. According to the president, the new system will provide “greater predictability for people and businesses” by differentiating alerts for varying degrees of danger.

Implementation will be coordinated by the Cabinet of Ministers together with the Armed Forces, the Ministry of Internal Affairs and emergency services. The General Staff and the Ukrainian Air Force will update the criteria for each alert level on a weekly basis. Each level will be signalled by a unique siren tone, and some older alert procedures are being discontinued to streamline the process.

President Zelensky also instructed the military and the government to develop more precise geographic targeting for the alerts, so that sirens are activated only in the specific districts or communities directly threatened by an attack.

The reform comes amid ongoing Russian assaults on Ukrainian cities. On the day of the announcement, the Russian occupiers launched a combined rocket‑drone strike on the city of Dnipro, using weapons described by Ukrainian officials as “Banderol” munitions. The attack resulted in civilian casualties, with several people reported killed and injured.

The updated alert system is intended to reduce economic damage and alleviate the psychological strain on the population during prolonged periods of threat.
