Panchkosi News, Dailekh – Dailekh’s two rural municipalities, Thatikandh and Namuile, have not yet completed their administrative buildings. Even after nine years since the election of local representatives, the municipalities have been unable to construct their own offices. The delay has persisted into the second term of the elected officials, according to local authorities. The municipalities cite delays in acquiring land and disputes over property as the main obstacles to construction. “The delay in land acquisition has stalled the building process,” said Thatikandh Rural Municipality Chairperson Raks Bahadur Shah. He added that the municipality is prepared to spend approximately seven million Nepalese rupees on the new building. Namuile Rural Municipality’s chief administrative officer, Bhakt Bahadur Mall, reported that although land has been secured, the dispute‑resolution process has delayed construction. “We are now ready to proceed with the building once the land issues are resolved,” he said. In contrast, several other local bodies in the district have already completed their administrative offices. These include Narayan Municipality, Aatbis Municipality, Chamunda Bindu Saini Municipality, Dullu Municipality, Bhagwati Mai Rural Municipality, Gurans Rural Municipality, Dungeshwar Rural Municipality, Mahabu Rural Municipality, and Bhairavi Rural Municipality. The lack of dedicated administrative buildings has forced Thatikandh and Namuile to operate from rented premises. Thatikandh, for instance, spends about 1.8 million rupees annually on office rent. The absence of a permanent office has increased operational costs and hindered service delivery, undermining the “Village Village is the Palace” concept that underpins local governance in the region. The delay in constructing municipal buildings highlights a broader challenge in the district’s administrative infrastructure development, even after the establishment of local governments.
