Saptari, October 29 The police post located in Ward No. 5 of Balan-Bihul Rural Municipality in Saptari district is facing severe security and infrastructure challenges. Operating out of four small, tin-roofed rooms situated on an open plot near the Kabir Temple pond, the facility lacks basic security infrastructure, including perimeter fencing, making it easily accessible to outsiders. Assistant Sub-Inspector (ASI) Pradip Kumar Bista, who leads the six-member team at the Ramnagar Kodarkatti police post, stated that the facility is highly vulnerable, particularly during the monsoon season when the premises become waterlogged. Despite the poor physical condition of the post, the team—comprising one ASI, two head constables, one assistant head constable, and two constables—is tasked with the sensitive responsibility of monitoring the Nepal-India border, which lies just 300 meters from the Indian border post in Baluwa. The police team frequently faces risks while attempting to curb the illegal cross-border transport of goods. On the evening of October 7, ASI Bista and a head constable attempted to intercept two Indian-registered motorcycles suspected of carrying contraband. While the officers managed to apprehend one individual at the Bihul River, the second rider allegedly attacked ASI Bista with a bamboo stick before fleeing. Police identified the suspects as Dev Kumar Yadav of Balan-Bihul-5 and Ram Dular Yadav of Bodebarsain-3. According to ASI Bista, the seized contraband included firecrackers and explosive materials valued at approximately NPR 117,000. This incident follows a similar attack on July 4, when the then-in-charge of the police post, Ram Kumar Yadav, was assaulted while attempting to intercept illegal goods in Rautahat, Balan-Bihul. The suspect in that case, Liladhar Das of Bodebarsain-8, was later released on bail. ASI Bista noted that the lack of secure infrastructure and the open nature of the police post compound the dangers faced by officers performing their duties in the border region. Deputy Superintendent of Police (DSP) Hemraj Ghimire of the Saptari District Police Office confirmed that a case regarding explosive materials has been registered against the suspects. He stated that Ram Dular Yadav has been arrested, while efforts to locate and apprehend Dev Kumar Yadav are ongoing.
