Judicial Reform Party candidate for Kaohsiung mayor, Chang Ching, has unveiled a comprehensive policy platform titled Three Publics in One, focusing on safety, fairness, and wealth. As part of his transportation proposals, Chang advocated for the removal or relocation of the former Kaohsiung Station Vision Museum, also known as the Imperial Crown Station, to reopen the Zhongbo Boulevard as a major north-south artery.

Chang’s transportation strategy includes three primary objectives. In addition to addressing the Vision Museum, he proposed converting the existing corridor left by the railway underground project into an east-west Kaohsiung Citizen Boulevard. Furthermore, he suggested moving the current light rail system underground to function as a circular metro line, which would allow the existing surface tracks to be converted into standard roads to alleviate traffic congestion.

Regarding traffic enforcement, Chang proposed a review of current reporting systems and automated enforcement penalties. He suggested eliminating certain fines to reduce the burden of appeals and litigation on citizens, acknowledging that such changes would require coordination with central government regulations.

The candidate’s broader economic platform, categorized under the theme of the Land God, focuses on increasing municipal revenue and reducing household expenses. His proposals include providing free public transportation—including MRT, light rail, buses, and ferries—and eliminating admission fees for city-owned attractions. Additionally, Chang proposed that the city government seek a portion of commodity taxes from industrial pollution sources to be distributed to residents as compensation, with a target of at least 3,000 New Taiwan Dollars per person every six months.

Chang stated that his economic model aims to foster industrial growth, tourism, and employment opportunities while simultaneously lowering living costs through social housing, childcare support, and debt assistance programs.
