央视新闻报道，在公安部统筹协调下，对境外针对中国公民实施绑架杀人犯罪的主要嫌疑人刘某文，昨日由美国被遣返北京，移交中国警方。
据公安部披露，刘某文涉嫌2024年一起震惊中外的绑架杀人案：两名中国药企高层被诱骗至菲律宾后遭绑架，家属支付300万元赎金后仍被撕票。案发后，刘某文潜逃至美国。
在中美、菲律宾、韩国等多国执法部门的密切合作下，美方根据中方线索和证据，于2024年10月成功拘捕刘某文，并于2026年7月20日将其遣返回中国。公安部相关负责人表示，这是中美执法部门落实中美元首会晤共识的最新成果，也是中美联手打击跨国犯罪的又一成功案例。
根据媒体报道，2024年6月20日，中国公民夏某某与美籍华人孙某经人介绍赴马尼拉洽谈医疗商务，随后遭绑架。受害人家属支付赎金后，二人仍于6月24日被杀害，遗体在菲律宾南甘马省被发现。菲律宾警方目前已锁定8名嫌疑人。
